    A common question is: how do we know. Lou plugged the pipe? He told the cops...twice! He actually rigged something to direct the water away from back to my niece's property. When the police came out the first time (when Lou called), my niece's ex told them that Lou tampered with the pipe and when they asked him, he confirmed that he did. When they came out the second time (when the ex called after discovering the damage inside), the police talked to Lou again and
